In 1981, under Pinochet, the article was amended. Firstly, it separated water from land. Water became a national asset for public use, but also an economic asset. It was at this point that water entered the commercial system. The state grants the right to own and use water free of charge and in perpetuity. In addition, the State creates two categories of water supply: one that is consumed and one that is not consumed. Of the water consumed, 77% is used for agriculture and forestry, 13% for mining, 7% for industry, and only 2/3% for health. Until 2004, Endes Espana owned 90% of the non-consumed water rights.
